When version 10.3.181.14 of Adobe Flash Player was released it installed the Flash Player Settings Manager in Control Panel. Local Storage Settings can be managed through this console. There are three options Allow, Ask before using local storage and Block. It would appear your computer is set for the second option. The data stored is referred to asa Flash cookie and like other cookies contains information about your preferences for viewing a particular site. They can be deleted in the Advanced settings tab or when deleting browser history in Internet Explorer.
Before version 10.3 these settings had to be made while online by visiting the Global Settings page directly or accessing it by right clicking on a flash video and selecting Settings(which you can still do). Selecting Global Settings will open up the Flash Player Settings Manger in Control Panel. Also, beforehand the flash cookies were not removed using Delete Browsing History through Internet Options or Safety options in IE. Microsoft and Adobe collaborated to integrate this feature into IE.
